Role Summary
The HR Business Partner for Bulgaria acts as a strategic advisor and operational anchor for people-related matters, ensuring compliant, consistent and high-quality HR support for business leaders and employees. The role combines hands-on employee relations, local employment compliance, HR program execution and data-driven insights to enable a positive, productive and legally sound workplace.
Operating in a multinational and cross-cultural environment, the HRBP adapts global and regional HR frameworks to the Bulgarian legal and business context. The role requires close partnership with country leadership, employees, regional HR teams, Legal, Finance, Payroll, Talent Acquisition and external advisors, with a strong focus on audit-ready documentation, risk mitigation and employee experience.
Key Responsibilities
Business Partnership
- Partner with Bulgaria business leaders on workforce planning, organizational design, succession, retention and capability priorities.
- Provide practical HR advisory support on people decisions, role changes, employee movement, engagement actions and performance outcomes.
- Use HR analytics such as attrition, engagement, performance, utilization and workforce data to identify risks and support evidence-based business decisions.
- Coach managers on fair, consistent and compliant people management practices, including performance conversations, feedback quality and leadership accountability.
Employee Relations & Legal Compliance
- Lead employee relations cases end-to-end, including intake, fact-finding, documentation, root-cause analysis, manager guidance, remediation actions and closure tracking.
- Ensure consistent application of the Bulgarian Labour Code, Internal Rules/Work Regulations, GDPR requirements, company policies and applicable local employment practices.
- Advise managers on disciplinary matters, performance concerns, workplace conflict, misconduct, absence management, working time, staff scheduling and documentation requirements.
- Prepare and maintain legally compliant and audit-ready HR documentation such as job descriptions, addenda, warnings, termination documentation, investigation records, case summaries and employee records.
- Partner with Legal Counsel and external advisors on complex employee relations matters, litigation risk, labour inspections, audits, authority interactions, restructuring or termination cases.
- Monitor relevant legal and regulatory changes in Bulgaria and translate them into required policy, process, payroll or documentation updates.
HR Programs Management
- Plan and execute the annual HR cycle in Bulgaria, including performance management, promotions/progressions, compensation review inputs, engagement interventions and policy updates.
- Drive manager and employee enablement sessions on performance, internal career mobility, time and attendance, policy awareness, onboarding and core HR processes.
- Track HR program effectiveness, identify operational or compliance risks and implement improvements to strengthen consistency, adoption and employee experience.
- Support country-specific initiatives such as onboarding enhancements, internship programs, employee engagement clubs, recognition activities and wellbeing campaigns.
- Ensure alignment with global and regional HR programs while maintaining Bulgarian legal compliance and local operational practicality.
HR Systems, Data & Operational Excellence
- Maintain accurate and compliant employee data across HR systems and support timely completion of HR transactions.
- Troubleshoot process and system issues, support managers and employees with HR workflows, and escalate data or process risks where required.
- Safeguard data accuracy, confidentiality and GDPR compliance across all HR processes and employee documentation.
- Support HR audits, ISO/internal controls, document checks and process evidence preparation for Bulgaria.
- Contribute to HR process simplification, self-service adoption, SharePoint/knowledge hub updates and digital HR improvements.
Culture, Well-being & Inclusion
- Support and execute country culture initiatives, engagement activities, leadership connects, wellbeing programs, CSR actions and recognition moments.
- Promote inclusive behaviours, psychological safety, continuous feedback and a positive employee experience.
- Act as a visible and trusted HR point of contact for employees and managers, role-modelling ethics, fairness, confidentiality and transparency.
- Strengthen employer brand and engagement in Bulgaria through consistent communication, employee listening and partnership with local leadership.
Required Qualifications
- 4–6+ years of progressive HR experience, preferably with strong exposure to employee relations, HR operations and Bulgarian employment legislation.
- Strong working knowledge of disciplinary procedures, investigations, legal documentation, employment lifecycle compliance and local HR governance.
- Experience supporting managers in a multinational, matrix or shared-services environment.
- Strong analytical skills and proficiency in Excel; comfort working with HR data, dashboards and reporting.
- Excellent communication skills in Bulgarian and English, both written and spoken.
- High discretion and maturity in handling confidential employee matters and sensitive business information.
Preferred Experience
- Experience with HR audits, labour inspections, ISO/internal controls or external employment counsel coordination.
- Exposure to payroll, benefits, time and attendance, staff scheduling or employee data governance processes.
- Experience in IT/services, nearshore delivery, engineering, consulting or other fast-paced multinational environments.
- Track record of improving onboarding, manager enablement, employee engagement or HR self-service processes.
